feat: add accessible mobile surface finder

Adds a read-only operator surface finder for the 48-surface Killinchu console. Includes 44px touch controls, keyboard shortcuts, live result count, injected-tab discovery, mobile drawer behavior, and regression tests. No mission or mutation routes are invoked.
Validated locally: 11/11 contract tests pass; live pre-release audit: 47/47 manifest probes and 7/7 direct console links returned HTTP 200. Merging the bounded, read-only responsive navigation upgrade.
