fix(runtime): make Gradio assets portable

Keep the managed Gradio SDK/runtime, disable the Brotli-only SSR shell, and clamp the flex root so mobile Dataframes scroll inside the component instead of widening the document. No evidence, API, or training-state changes.
Merged after exact-scope blob diff, unit/compile checks, identity-encoding asset sweep, and 360/390px cold-cache browser validation passed.
