Rating calibration

After managers submit ratings, a calibration meeting for each department checks that ratings are consistent between teams. No more than 10 percent of a department may receive the top rating. The head of people attends every calibration meeting and may ask a manager to justify a rating with evidence. Employees are never told how other people were rated.
