fix(frontend): align-items:start — Upload no longer grows with Field Report
Remove align-items:stretch and flex-grow:1. Columns are now independent. JS min-height already handles the collapsed-state alignment (INTEL DECODED bar ≥ Classification height), so expanded Field Report no longer drags Upload panel taller. Upload and Manifest are now in the same grid row (row 2) so they always start at the same vertical position. Top panels (Classification/FieldReport) use align-self:start — no forced stretching, no empty space inside panels. On a successful analysis the raw Field Report collapses into a single in-theme bar, so the Resupply Manifest (shop links) is no longer pushed off-screen by a long list of codes.
