Adds results for ces-eki-const experiment. That is, applying CES to EKI iterations that are generated using a constant timestepping scheme (here 0.1 - the same as the IEKF). The purpose of this is to obtain something that is potentially more costly for forward model evaluations that CES-eki-dmc, but possibly leading to less "failures" to reach the target, in some way bridging the cost between CES and gaussian-like samplers. (IEKF)
Next: I will add ces-iekf which uses the exact IEKF mechanism to generate samples.
