Feature-addition: Added annotator tracking. Basically means if you started annotating with one name, if you reload or start a new session with the same name, you will get back all your progress and reach the exact stage as before. When starting a new session, the UI warns if the name already exists with progress done so that the new user can act accordingly.

Bug fix: Made the 0.3 rule under the TC_REL as just a recommendation and not a hard constraint to follow. Human judgement is encouraged
Merge main into pr/3, resolving conflicts (main's changes are already fully incorporated in pr/3)c9dc9982
