Add Dots/Bars toggle to 'Where models cluster' card

Adds a bar-chart view as an alternative to the dot/violin plot on the model cluster card. Bars view is an accordion of the three metrics (Refusal Rate / RAG Score / Fairness), one open at a time, styled as flat table rows. Extracts a reusable fixed-metric MetricBars component from the orphaned BarChartSection (now deleted).
