feat: refresh capacity every five minutes and highlight recent availability

Refresh configured GPU capacity every five minutes instead of fifteen. Highlight currently unavailable type-region cells in blue when at least one AZ had capacity within the past ten days, with the latest positive observation date shown in the cell and detail panel. Add a ten-day chart range and update the legend and README.

Current availability remains green and quota/access failures remain orange. Historical signals do not count as current availability in filters or totals. The state API reads a last-success index populated from stored history and new results; highlighting triggers no additional AWS probes.

Validation: four Python tests and four Node tests passed, covering history restoration, out-of-order observations, ten-day cutoff/expiration, API status preservation, color precedence, and availability filtering. A mocked 30-second sweep produced a 270-second wait for the five-minute cadence. Local Chrome visual checks confirmed the blue cell, last-observed date, and ten-day chart for g7e.2xlarge / us-east-1 using recorded observations. Python compilation and git diff --check passed; no live AWS probes were triggered during validation.
