The model is licensed under Apache 2.0, so that means you are free to commercially use the model. With that said, you still need to make sure that you comply with the terms of the license and review it carefully, keeping in mind that the interpretation and application of legal licenses can also vary based on jurisdiction. You can read through the license here: https://www.apache.org/licenses/LICENSE-2.0 .
You also need to be aware of the limitations of the model and comply with its intended use (check out this part of the model card: https://huggingface.co/togethercomputer/RedPajama-INCITE-Instruct-3B-v1#uses).
