Add library_name and paper link to model card

Hi! I'm Niels from the Hugging Face community science team.
I've updated your model card to include the library_name: transformers metadata, which will enable the "Use in Transformers" button on the Hub. I've also added a link to the associated paper: PlainQAFact: Retrieval-augmented Factual Consistency Evaluation Metric for Biomedical Plain Language Summarization.
