Improve model card: add project page, sample usage, and metadata

Hi! I'm Niels, part of the community science team at Hugging Face. I've noticed this model card could be improved with some additional metadata and links. This PR:
- Adds a link to the paper and the official project page.
- Adds relevant tags for Visual Place Recognition (VPR).
- Provides a summary of the model based on the GitHub README and paper abstract.
- Adds a usage section based on the demo script mentioned in the repository.
- Includes the BibTeX citation for researchers.
