Add model card and metadata

This PR improves the model card for the TAPS draft model. It adds:

Relevant metadata (pipeline_tag, library_name, and license).
A link to the official GitHub repository.
A descriptive summary of the research and the model's role in speculative decoding.
Proper citation information.
