This PR improves the model card by:

Adding the text-generation pipeline tag and transformers library metadata.
Setting the license to apache-2.0.
Providing a structured README with an overview of the TAPS (Task-Aware Proposal Distributions) research.
Adding links to the original paper and the official GitHub repository.
Including the BibTeX citation for the work.
