Add paper link and improve model card documentation

Hi! I'm Niels, part of the community team at Hugging Face.
This PR improves the model card for MuQ-Eval by:
- Adding a link to the paper: MuQ-Eval: An Open-Source Per-Sample Quality Metric for AI Music Generation Evaluation.
- Adding a link to the official GitHub repository.
- Including a performance summary table from the paper/repository.
- Refining the usage instructions to match the official documentation.
- Updating the citation and metadata for better discoverability.
