This PR adds a comprehensive model card for the "RAP" model, as presented in the paper RAP: 3D Rasterization Augmented End-to-End Planning.

The model card includes:

• The robotics pipeline tag and apache-2.0 license.
• A summary of the model, its key features, and achievements.
• The full paper abstract for detailed context.
• Links to the paper, project page, and the GitHub repository.
• A table of available checkpoints for NAVSIM and Waymo.
• Citation information.

This update will improve the discoverability and clarity of the RAP model on the Hugging Face Hub.
