Improve model card for MM-ACT: Add metadata, links, and setup instructions

This PR significantly enhances the model card for the MM-ACT model by:
- Adding the
pipeline_tag: roboticsto categorize the model accurately on the Hub, reflecting its application as a generalist robotic policy. - Specifying
library_name: transformersin the metadata, which enables the "How to use" widget, as evidence inconfig.jsonsuggests compatibility with the π€ Transformers library. - Linking to the official paper: MM-ACT: Learn from Multimodal Parallel Generation to Act.
- Providing a direct link to the GitHub repository: https://github.com/HHYHRHY/MM-ACT.
- Including essential setup instructions (installation, dataset and model weight preparation) directly from the GitHub README to help users get started.
- Clarifying that a direct Python inference code snippet is not provided in the model card, in accordance with the project's guidelines that require such snippets to be explicitly present in the original GitHub README. Users are encouraged to refer to the full GitHub repository for detailed usage and deployment.
