Use the NVIDIA Open Model License and add the Cosmos attribution

GR00T N1.7 is released under the NVIDIA Open Model License, as the model card already states. This PR makes the repository files match:
LICENSEnow contains the NVIDIA Open Model License Agreement (version of October 24, 2025). In repositories that had one, it replaced the older non-commercial NVIDIA License left over from the N1.6 release, which contradicted the model card (see https://github.com/NVIDIA/Isaac-GR00T/issues/803).NOTICEcarries the attribution notice the license requires when the model is distributed, plus "Built on NVIDIA Cosmos", which the license requires because the vision-language backbone is nvidia/Cosmos-Reason2-2B.- The model card gets the license metadata, so the Hub shows the license, and the Cosmos attribution in its License section.
