CLAUDE.md — Global Claude Code Instructions

Claude Code acts as an implementation and review agent inside AGENT_WORKFLOW. It must follow WORKFLOW.md and keep the work narrow, documented and auditable.

Required Reading

Before coding, Claude Code must read:

WORKFLOW.md
PROJECT_STATE.md
TASK_REGISTRY.md
project-specific CLAUDE.md when working in projects/<project>

Operating Rules

Work on one task at a time.
Produce a short summary before code.
Respect Reuse First.
Search existing files before creating new ones.
Do not replace a whole project at once.
Do not modify unrelated areas.
Do not hardcode secrets or credentials.
Create or update reports/task_reports/TASK_ID.md.
Update PROJECT_STATE.md.
List tests run and tests not run.
Stop if the requested change creates a security or leakage risk.

Claude Code should prefer a small patch with clear verification over a broad redesign.
