## Summary of recent changes

- Updated `feature-flag-agent-env/agents/llm_agent.py`:
  - improved `.env` discovery so `GROQ_API_KEY` can load from the working directory and parent repo paths
  - preserved Groq client initialization when the API key is present
  - ensured `LLMAgent.decide()` increments `api_calls` for real Groq requests
- Updated `feature-flag-agent-env/agents/hybrid_agent.py`:
  - added stronger unsafe action detection for `FULL_ROLLOUT` and `INCREASE_ROLLOUT`
  - automatically falls back to baseline actions when LLM output is unsafe
  - preserves the original LLM reason in the safety override message
- Updated `feature-flag-agent-env/tests/test_llm_agent.py`:
  - added a real Groq integration assertion: `agent.api_calls >= 1`
  - added hybrid agent pass-through safety tests
  - added hybrid backend integration validation with `EnvironmentClient`
- Added scenario-based environment tests in `feature-flag-agent-env/tests/test_simulation.py`:
  - `test_agents_on_high_error_scenario`
  - `test_agents_on_latency_degradation_scenario`
  - `test_agents_on_good_scenario_scaling_fast`

- `cd feature-flag-agent-env && python -m pytest tests/test_llm_agent.py -q` → `17 passed`
- `cd feature-flag-agent-env && python -m pytest tests/test_simulation.py -q` → `10 passed`
- Groq API usage now reports actual calls in `agent.api_calls` when `GROQ_API_KEY` is configured.
