Most systems ask whether a conversation is over.
This simulator asks whether it has the structural right to close.

What it is

A lightweight HIR/OAM route-governance engine that evaluates whether a claim, dispute, conversation, or repair loop can legitimately close β€” or whether it should remain open, fork, request evidence, preserve bounded disagreement, or reopen for repair.

It does not decide who is right.
It determines whether the act of closure itself is structurally legitimate.

Boundary

This simulator does not decide who is right. It determines whether closure itself is structurally legitimate.

A loop can remain open with integrity.
A disagreement can remain bounded without failure.
The failure state is false closure: when pressure forces a system to call something resolved before truth, evidence, context, or repair has caught up.
