| I am requesting technical review of a pre-validation HIR/OAM runtime-governance prototype. |
|

| The review target is a runnable Python user-space runtime package that demonstrates HIR/OAM gate logic, GREEN/YELLOW/RED permission states, OAM hard-stop behavior, memory gating, CLI scenarios, test coverage, and audit-chain evidence. |
|
|
| ## What I am asking reviewers to evaluate |

| 1. Does the package run as described? |
| 2. Are the claims appropriately bounded? |
| 3. Are the HIR/OAM definitions clear and stable? |
| 4. Does the OAM hard-stop pattern make sense as a runtime-governance mechanism? |
| 5. Is the audit-chain evidence meaningful or too thin? |
| 6. Are the thresholds and gate states understandable? |
| 7. Where does this overlap with existing runtime governance work? |
| 8. What would be needed for independent replication? |
| 9. What should be removed, renamed, or tightened? |
| 10. What would a v0.2 implementation need before broader release? |
