This ranks predicted enforcement demand, not where illegal parking occurs. 94% of the variance in violation counts is explained by patrol history, the project's own fairness audit returns HIGH concern, and no statistically significant hotspot survives adjusting for patrol effort. The Congestion Impact Score is a constructed index, not a measurement, and is not externally validated.

Everything is precomputed — no server, no API. The whole surface bundle is 1.75 MB and the page is 129 KB gzipped.
